Pursuant to Article 8 of the “Guidelines for the Review of Public Construction Plans and Budgets”, the procuring entity should submit the required drawings, budget estimates, and basic data sheet for review at the preliminary design stage. After approval of the authority in charge, they should be submitted to the PCC for further professional review.
