Improvements in the effective management and use of public facilities

At the 2,953rd Executive Yuan meeting on August 17, 2005, the Premier of the Executive Yuan instructed the Public Construction Commission and relevant agencies to form a "Task Force for Revitalizing Idle Public Facilities" to review unused public facilities and reduce waste caused by their idleness.

The Public Construction Commission is responsible for monitoring idle public facilities under its jurisdiction and formulating relevant programs or guidelines for implementation.

1. The 2006 “Executive Yuan Program for Promoting the Revitalization of Idle Public Facilities”

2. The 2013 “Executive Yuan Follow-up Measures for the Revitalization of Idle Public Facilities”

3. The 2020 “Operation Directions for Reporting, Registration, and Revitalization of Idle Public Facilities”

4. The 2022 “Operation Directions for the Effective Management and Utilization of Public Facilities”

To prevent the occurrence of idle public facilities, proactive inspections and effective use through source management methods should be implemented. Therefore, in 2022, the Public Construction Commission established the “Operation Directions for the Effective Management and Utilization of Public Facilities” to create a three-level control mechanism. Facility management agencies are required to conduct proactive inspections annually, while relevant competent authorities perform spot checks to verify actual usage of the facilities. The Public Construction Commission further investigates the supervisory actions taken by these authorities.

If inspections reveal a risk of idleness, the competent authorities shall supervise and control the progress of revitalization, with the Public Construction Commission monitoring and tracking the situation. The Commission will also assist in resolving difficulties encountered during the revitalization process.
