When a supplier files a complaint against unfair conduct in government procurement and requests the tendering process suspended or a procurement supervision, the following should be done?

(1) If the complaint is filed before tender opening, the Public Construction Commission (PCC) should first review the procurement statement or related documents. If any fault is discovered, the PCC should notify the procuring entity. For the suspension request, the supplier can file a complaint with the PCC's Complaint Review Board for Government Procurement (CRBGP), which will decide if suspension is needed.
(2) If the complaint is filed after tender opening, the PCC should instruct the procuring entity to provide related documents. If any breach is found, the PCC should instruct the procuring entity to undertake possible remedial action, notify its superior entity and the auditing entity, and supervise the correction process. Related personnel are subject to liability investigation and may be disciplined in certain serious breaches. If the personnel are also involved in criminal offenses, they should be referred to the judicial entity for further investigation.
