PCC’s Monitoring and Management Works! In Item “Infrastructure” of IMD World Competiveness Yearbook 2012, The Ranking of Taiwan Climbs to The Historical Top!

 
According to the IMD World Competitiveness Yearbook 2012, in the 59 ranked economies, Taiwan ranked 7th. In the item of “Infrastructure”, Taiwan’s ranking has gradually gone up since 2009. In the cooperation of all agencies of the government, we have moved forward for 4 ranks into the 12th, which is the historical top! It has shown that the effort in promotion of infrastructure projects of PCC and all the ministries had made effectiveness.
PCC indicates that in order to enhance the implementation efficiency of infrastructure, through the “Public Construction Supervisory Task Force”, it has constantly coordinated central and local governments to speed up the infrastructure plan. Last year, it further strengthened the control mechanism, such as fully promoted the indicative projects with expendable budget over NT$ 2 billion and assisted to solve the problems in implementation of the projects faced by all the agencies; quarterly summoned the review meetings of the “i-Taiwan 12 Projects”, and strengthened the mechanism of contract suspension and contract termination and so on.
Under the aggressive promotion of central and local governments, the infrastructure had significant progress; for example, monitored major public construction projects over NT$100 million in year 2011 contains expendable budget of NT$325.9 billion and its implementation ratio reached 92.15%, which is the second highest percentage in the past 6 years since 2006.
In aspect of governmental investment to the “i-Taiwan 12 Projects“, the expendable budget in year 2011 was about NT$400 billion, and its implementation ratio reached 91.50%, which had risen 2.30% in the same period of 2010 and it was a new height. Within the project of “Intelligent Taiwan”, there are important implementation results such as “High speed (30Mbps or above) convergence internet coverage ratio reached 91.98%”, “Assisting in obtaining 46 pieces of IPv6 Ready Logo Golden labels, which was ranked in the 3rd of the world” and “In World Economic Forum (WEF) Networked Readiness degree appraisal, Taiwan was ranked 6th in the world, and second in Asia”. They all are beneficial to the rise of ranking for the software construction of the infrastructure.
Minister Jenn-Chuan Chern emphasized that the efficiency of monitored major public construction projects over NT$100 million in year 2012 has been performing well, and they will be further constantly so managed. In addition, with the adoption of relevant new measures, such as revision of construction contract template and establishment of improved arbitration mechanisms in order to promptly solve the contract disputes; encouragement and recommendation of senior civil servants with engineering expertise to assist the local government in remote areas to select the best suppliers; improvement of the construction quality in outlying islands in order to establish honest and reasonable public works industry environment which will enhance all the ministries to promote public constructions more efficiently; further, all of these will stimulate domestic demand, revive the economy and increase employment. He also believes that the ranking of Taiwan’s “infrastructure” will rise year by year. (E)
