我國自1994年6月表達願意協商加入GPA之立場開始，歷經15年的努力終於完成加入程序；期間雖然幾經波折，但總算完成這個艱鉅的任務，自此我國將展開參與國際採購的新紀元。

我國加入WTO政府採購協定（GPA）後，未來可競逐全球每年逾9,603億美元政府採購市場，尤其各國政府在面臨金融海嘯之際，均大量投資資源加強公共建設、擴大內需等因應方案，加入GPA可說是為國內產業界開闢新的廣大市場。

The U.S. welcomes Taiwan's accession to the WTO Agreement on Government Procurement (GPA). Taiwan is the first new WTO Member to accede to the GPA since 2001. As a Party to the GPA, Taiwan will open its public procurement market to goods, services, and suppliers from the United States and other GPA Parties, and may not discriminate against them. Like all other parties to the GPA, Taiwan must conduct its procurements in a fair, transparent, and predictable manner, in accordance with the principles and procedures of the GPA. U.S. suppliers will be assured access to procurement opportunities in Taiwan, and firms from Taiwan will be eligible to compete for U.S. and State government procurement that is covered by the GPA.
(中譯文)美國歡迎台灣加入GPA，台灣是2001年以來第1個加入GPA的WTO新會員。台灣將對美國及其他GPA會員之財物、勞務及廠商開放政府採購市場，且不得對其歧視。台灣與其他GPA會員相同，將依GPA規範以公平、透明及可預期的態度辦理採購。在台灣的政府採購市場，將確保美國廠商的商機，而且在美國適用GPA的政府採購市場，台灣廠商也可以與美國廠商公平競爭。

In the past few years, both the EETO and the Taiwanese governmental agencies, particularly the Public Construction Commission, have worked hard to facilitate Taiwan's membership. For example in June 2008, EETO and the PCC co-organised an EU-Taiwan Government Procurement seminar (see EETO website - www.deltwn.ec.europa.eu). The seminar featured many excellent speakers from Europe and shed much light on the state of government procurement for the participants. The GPA has opened the 30 trillion NTD global government procurement market to Taiwanese companies.
(中譯文)過去幾年來，歐洲經貿辦事處與台灣政府(特別是公共工程委員會)非常努力推動台灣加入GPA，例如2008年歐洲經貿辦事處與公共工程委員會合辦「台歐盟政府採購研討會」（詳見歐洲經貿辦事處網站www.deltwn.ec.europa.eu）。在這個研討會中，數位優秀的講座與參加者分享政府採購的觀點。GPA會員將對台灣廠商開放新台幣30兆的全球商機。
